FOLLOWING is a summary of Hawthorn list manager Chris Pelchen's submission to the AFL and club football managers.
Short-term contracts
- Only players who had nominated for the previous NAB AFL Draft and had not been drafted are eligible for such a contract. Those players would be aged 19 and over
- A limit of up to two short-term contracts could be offered by a club in one year – additional to AFL player lists – with salaries consisting of base and match payments authorised by the AFL and outside the club's salary cap
- Players can only be signed by June 30 in each year, preventing players being recruited from local clubs late in the season
- Players placed on short-term contracts would have to re-enter the NAB AFL Draft at the end of the season to be selected by the AFL club they had represented or another club
- Clubs can choose not to offer any short-term contracts in any year
Future trading
- Allow AFL clubs to trade draft selections or players for draft selections in years beyond the current season i.e. trade a player or draft selection in 2009 for a draft selection at 2010 NAB AFL Draft
- Limit the future year of trading to one year beyond current season until such time that the AFL has become familiar with the concept of future trading
- AFL clubs would still be required to utilise a minimum of three selections at all national drafts even if they trade their early draft selections for future years
- Priority draft selections or recruiting concessions would not be subject to future trading
Post-draft trading
- Establish a nominal period (i.e. 9am to 5pm) for one day on either Monday or Tuesday following the NAB AFL Draft where player trades can be completed
- AFL clubs to be allowed to trade players (excluding players drafted in the preceding draft) for other players or future draft selections
- A club's player list to be increased or reduced back to standard player list capacity following the NAB AFL Pre-Season Draft approximately two weeks later
- Player list changes and normal salary cap (total player payments) to be formalised in list submission three weeks before the NAB AFL Pre-Season Draft
Priority draft selections
- Qualification should only be attained after two years of poor performance i.e. less than five wins in each year
- The existing concession of a selection prior to round one of the NAB AFL Draft should be retained following qualification of a second year of poor performance
